Thirty Lakes Watershed District
Board of Managers Meeting
January 14, 2008
Board Present: T. Ebnet, D. Armstrong, J. Hampl, B. Yund.
It should be noted that Manager Raymond Wilson died on 12/26/07.
Also present were Rick Johnson, Bill LaTour and Glen Gustafson of the Advisory Board, County Commissioner Rosemary Franzen, and T. Lauer and M. Peisch of the Thirty Lakes staff.
The meeting was called to order at 9:05 a.m. by President Ebnet in the office of the Thirty Lakes Watershed District, 17064 commercial Park Road, Brainerd, MN.
Agenda: MOTION BY ARMSTRONG/HAMPL THAT THE AGENDA BE APPROVED AS PRESENTED. ALL AYE, MOTION CARRIED.
Secretary’s Report: MOTION BY ARMSTRONG/YUND THAT THE MINUTES OF THE DECEMBER 20, 2007 MEETING BE APPROVED AS PRESENTED. ALL AYE, MOTION CARRIED.
Election of Treasurer: MOTION BY HAMPL/ARMSTRONG FOR A UNANIMOUS BALLOT NOMINATING BRUCE YUND AS THE TREASURER. ALL AYE, MOTION CARRIED.
Treasurer’s Report: The Treasurer’s Report for December will be presented at the next meeting.
BSWR Oversight: The Board of Soil & Water Resources Performance Review & Assistance Program (PRAP) was discussed by the Managers.
Annual Report: A draft of the annual report had been supplied to the Managers for review. It was agreed that the report should contain measurable results.
Star Lake Program: Sen. Mary Olson is promoting the Star Lake Program which would recognize Lake Associations for monitoring and environmental efforts. T. Ebnet suggested that Thirty Lakes also have a recognition or incentive program for Lake Associations.
Re-Visioning: G. Gustafson suggests the topic of the next Visioning Workshop be “Why are We Here”. The workshop is scheduled for Thursday, February 14, 2008.
A. W. Research Laboratories: The December Task report was reviewed by the Managers.
A. Cibuzar gave a video demonstration of the Werring Procedure.
Crystal Court: A. Cibuzar presented the Stormwater Pond Evaluation report for 2007. It appears that Ponds A and B may not be performing properly. It is recommended that an inspection be made of the ponds following a 3” rain event.
MOTION BY HAMPL/YUND THAT PERMIT #05013 GRANTED TO SHARON PIKE, CRYSTAL COURT PLAT, BE RENEWED FOR ONE YEAR. ALL AYE, MOTION CARRIED.
Shing Wako: A. Cibuzar presented the Stormwater Pond Evaluation for 2007. The stormwater pond appears to be performing properly.
MOTION BY ARMSTRONG/HAMPL THAT PERMIT #04009 GRANTED TO MARTIN PARADIES, SHING WAKO RESORT, BE RENEWED FOR ONE YEAR. ALL AYE, MOTION CARRIED
Breezy Point Retaining Wall and Road Improvement: A. Cibuzar presented his report based on the monitoring well data submitted by the City of Breezy Point.
MOTION BY ARMSTRONG/HAMPL THAT PERMIT #6003 GRANTED TO THE CITY OF BREEZY POINT HOLIDAY HARBOR LODGE SURFSIDE AND BEACHSIDE PARKING, RETAINING WALL AND ROAD IMPROVEMENT BE RENEWED FOR ONE YEAR WITH THE REQUEST THAT TESTING FOR TOTAL PHOSPHORUS BE MEASURED TO .005 MGL. ALL AYE, MOTION CARRIED.
Advisory Committee: G. Gustafson reported that the Advisory Board will conduct Performance Evaluations on each of the Managers. Results will be shared with the Managers individually.
G. Gustafson also stated that as an Advisory Committee member, he would like to approach the County Commissioners to attempt to discover their opinion of the Watershed District and its plans for expansion.
“That’s a Good Question”: J. Hampl reported that he saw a report on WCCO entitled “That’s a Good Question”. The question of the day was “Why are the lakes murky in southern Minnesota, and the lakes clear in northern Minnesota?” The answer had to do with the agricultural practices in the southern part of the state. J. Hampl suggested that this type of format could be an excellent opportunity for public education.
Sanitary Management District: J. Hampl stated that a meeting is scheduled for January 15, 2007, in which County Commissioner David Hamilton plans to propose the following changes:
Doug Morris will be put in charge of all waste (Solid Waste and Sanitary Sewer Waste)
Dennis Myers will be made the Sanitary District Administrator
The two Septic Inspectors will move from Planning & Zoning into the Waste Dept.
The Sanitary Management District Board will be abolished.
