Board of Managers Meeting
January 26, 2008
Board Present: T. Ebnet, J. Hampl, B. Yund. Absent: D. Armstrong
Also present were Rick Johnson and Glen Gustafson of the Advisory Board, County Commissioner Rosemary Franzen, Jerry Mueller (on behalf of Applicant Joyce Kaufman), and T. Lauer and M. Peisch of the Thirty Lakes Watershed staff.
President Ebnet called the meeting to order at 9:05 a.m. in the office of the Thirty Lakes Watershed District, 17064 Commercial Park Road, Brainerd, MN.
Agenda: MOTION BY HAMPL/YUND THAT THE AGENDA BE APPROVED AS PRESENTED. ALL AYE, MOTION CARRIED.
Secretary’s Report: MOTION BY HAMPL/YUND THAT THE MINUTES OF THE JANUARY 14, 2008 MEETING BE APPROVED AS PRESENTED. ALL AYE, MOTION CARRIED.
Treasurer’s Report: The Treasurer’s report was reviewed by the Managers and filed for audit.
MOTION BY YUND/HAMPL THAT THE MONTHLY BILLS BE PAID AS PRESENTED. ALL AYE, MOTION CARRIED.
By-Laws: The Managers reviewed the draft of the revised By-Laws, and made four corrections.
MOTION BY HAMPL/YUND THAT THE BY-LAWS BE APPROVED WITH THE CHANGES DISCUSSED. ALL AYE, MOTION CARRIED.
Minnesota Erosion Control Association: MOTION BY HAMPL/YUND THAT THIRTY LAKES WATERSHED DISTRICT NOT PAY THE $75 MEMBERSHIP DUES AT THIS TIME. ROLL CALL VOTE: T. EBNET – AYE, J. HAMPL – AYE, B. YUND – NAY. MOTION CARRIED.
Greiling: Crow Wing County Board of Adjustment did not grant the variance necessary for the renovation of the Greiling residence.
Ebnet Wildlife Pond: No permit required.
Pelican Pines Plat: A letter will be sent to the Planning Commission stating that a Stormwater Plan for this plat will be required by the Watershed District.
Joyce Kaufman: Jerry Mueller of Weiser-Mueller, Inc. was present on behalf of Joyce Kaufman. He presented a revised site plan indicating that the septic system will be moved. The need for a stormwater management plan to accompany the permit application was discussed.
Palmers Addition to Deacon’s Lodge: This 20 to 26 lot plat has been approved by Crow Wing County. David Landecker of Landecker & Assoc. will be contacted for a stormwater plan.
Markee Lake Mystery: Chuck Anderson reported that he did some ice fishing on Markee Lake in the northwest portion near the 30 ft. deep area. He used sonar, which worked properly during daylight hours, but an hour after sunset the sonar would become “cluttered”.
Tim Brastrup of the DNR Fisheries was contacted about this, and he stated it was due to a type of fly larvae known as “phantom nymphs” that travel up the water column to feed on plankton.
Summer TSI Testing: The Managers discussed the list of lakes proposed for TSI testing during the summer of 2008. It was suggested that Lake Associations be contacted for volunteers to collect the samples, with A. W. Research Laboratory completing the analysis.
30lakes.org Website: The website is being regularly updated. There was discussion about having a page designed for kids.
Crow Wing County Construction Permits: The permits were reviewed by the Managers.
County Commissioner Rosemary Franzen suggested that she may be able to assist the Watershed District in getting notice of variances, etc. within the district.
