Thirty Lakes Watershed District
Board of Managers Meeting
Monday, February 25, 2008

Board Present:  T. Ebnet, J. Hampl, B. Yund.  Absent:  D. Armstrong.

Also present were Rick Johnson, Bill LaTour and Glen Gustafson of the Advisory Board, County Commissioner Rosemary Franzen, Alan Cibuzar of A. W. Research Laboratories, and T. Lauer and M. Peisch of the Thirty Lakes staff. 

The meeting was called to order at 9:05 a.m. by President Ebnet in the office of the Thirty Lakes Watershed District, 17064 Commercial Park Road, Brainerd, MN.

Agenda:  MOTION BY HAMPL/YUND THAT THE AGENDA BE ACCEPTED AS PRESENTED.  ALL AYE, MOTION CARRIED.

Secretary’s Report:  MOTIN BY HAMPL/YUND THAT THE SECRETARY’S REPORT BE APPROVED AS PRESENTED.  ALL AYE, MOTION CARRIED. 

Treasurer’s Report:  The Treasurer’s Report was reviewed and filed for audit.

MOTION BY HAMPL/YUND THAT THE MONTHLY BILLS BE PAID.  ALL AYE, MOTION.

Visioning/Expansion Workshop:  MOTION BY HAMPL/YUND THAT PLANS FOR A WORKSHOP BE TABLED UNTIL MORE BOARD MEMBERS CAN ATTEND.  ALL AYE, MOTION CARRIED.

MAWD Legislative Breakfast:  T. Ebnet, B. LaTour and possibly R. Franzen will attend.

Pelican Lake Project:  The Conservation Engineer will attend the April 14, 2008 meeting and present his plan.

Pelican Pines Plat:  The Plat received Preliminary Approval from Crow Wing County subject to the condition that a Watershed District Permit be secured.

Palmers Plat in Deacon’s Lodge:  Contact was made with David Landecker, the project engineer.  No development is planned until late 2008 or 2009.  When he receives more information, he will submit a permit application.

James Brown, Birch Bay Estates:  MOTION BY YUND/HAMPL THAT THE SECURITY BOND BE DISCONTINUED.  ALL AYE, MOTION CARRIED.

MOTION BY HAMPL/YUND THAT THE PREVIOUS MOTION BE RESCINDED SINCE NO DATA HAS BEEN RECEIVED BY THE APPLICANT.  A SPRING INSPECTION OF THE PROPERTY WILL BE MADE.  ALL AYE, MOTION CARRIED.

Thirty Lakes Watershed’s Website New Kid’s Page:  T. Lauer demonstrated how the new website pages operate.

Earth Day 2008:  Thirty Lakes and the Crow Wing Soil & Water Conservation District are organizing an Earth Day Expo to be held at the Westgate Mall in Brainerd on Tuesday, April 22, 2008.

MOTION BY HAMPL/YUND THAT 500 RULERS MADE FROM RECYCLED MATERIAL ($1.27 EACH) BE PURCHASED FROM THE EDUCATION BUDGET FUNDS WITH AN ADDITIONAL $100 APPROVED FOR INCIDENTAL EXPENSES.  ALL AYE, MOTION CARRIED.

Build Smart Summit:  The Summit is being organized by Region Five with assistance from the Lakes Area Clean Water Team.  It will held at Madden’s on Gull Lake April 30th and May 1st.  The featured speaker will be Randall Arendt, known authority on Low Impact Development.  Dann Siems, a Limnologist specializing in the effects of stormwater on lake quality from Bemidji State College has also been invited to speak.

MOTION BY HAMPL/YUND THAT $200 BE APPROVED TO BE PUT TOWARDS THE EXPENSES OF HAVING DANN SIEMS SPEAK AT THE BUILD SMART SUMMIT.  ALL AYE, MOTION CARRIED.

Lakes Area Stormwater Team:  M. Peisch explained that this new organization has members from all types of businesses and government agencies.  The Team is made up of 3 committees:  Residential stormwater control with Rain Gardens, Commercial/Development, and governmental agencies focusing on Stormwater ordinances.

MOTION BY YUND/HAMPL THAT $100 BE APPROVED FOR THE START-UP EXPENSES OF THE LAKES AREA STORMWATER TEAM.  ALL AYE, MOTION CARRIED.

Permit Tracking:  There was discussion about methods to track permits and follow up on the conditions of the permits.

A. W. Research Laboratories:  A. Cibuzar reviewed the January Task Report and Invoice with the Managers.

Joyce Kaufman:  MOTION BY HAMPL YUND THAT A. CIBUZAR COMPLETE THE ANALYSIS OF THE STORMWATER CONTROL MEASURES PROPOSED FOR THE KAUFMAN PROPERTY ON ROSS POINT ROAD.  PERMIT #080211 WILL BE APPROVED BASED ON CONDITIONS DETERMINED BY CIBUZAR.  ALL AYE, MOTION CARRIED.

Leslie Bell/Henry Bell:  MOTION BY HAMPL/YUND THAT PERMIT # 080219 BE APPROVED FOR LESLIE BELL SUBJECT TO THE FOLLOWING CONDITONS:

  1. THE GUTTERS FROM THE EXISTING PORCH/STORAGE BUILDING BE DIRECTED LADWARD OF THE SWALE.
  2. THE SWALE WILL NOT DIRECT STORMWATER ONTO THE NEIGHBORING PROPERTY.

ALL AYE, MOTION CARRIED. 

Publicity:  J. Hampl suggested that Thirty Lakes rent a brochure rack at the Brainerd Regional Airport.  Cost is $2.50 per month for 12 months.  Administrator will complete application and supply brochures.

Sanitary Management District:  J. Hampl provided an update on the Sanitary District and reorganization of the Crow Wing County Departments.

Display Board:  T. Lauer has been preparing new photographs for the Display Board which Thirty Lakes Watershed District will have at the Earth Day Expo.

MOTION BY HAMPL/YUND THAT 2 NEW MAPS (ONE WITH THE EXISTING DISTRICT, AND ONE SHOWING THE EXPANDED DISTRICT) BE PURCHASED FROM THE LOW BIDDER, RANGE PRINTING, FOR THE DISPLAY BOARD.  ALL AYE, MOTION CARRIED.

Mark Ronnei Zoning Ordinance Amendment:  Documents regarding this rewording of Ordinance language were distributed to the Managers for review.

Shallow Lakes Forum:  MOTION BY HAMPL/YUND THAT APPROVAL BE GIVEN FOR M. PEISCH TO ATTEND THE SHALLOW LAKES FORUM IN FERGUS FALLS MARCH 27 AND 28.  ALL AYE, MOTION CARRIED.

MOTION BY HAMPL/YUND THAT THE MEETING NOT BE ADJOURNED, BUT RECONVENED AT 9:00 A.M. ON MARCH 10, 2008.  ALL AYE, MOTION CARRIED.
