Board of Managers Meeting
March 10, 2008
Board Present: T. Ebnet, J. Hampl, B. Yund. Absent: D. Armstrong.
Also present were Rick Johnson, Bill LaTour and Glen Gustafson of the Advisory Board, County Commissioner Rosemary Franzen, Alan Cibuzar of A. W. Research Laboratories, and T. Lauer and M. Peisch of the Thirty Lakes staff.
The meeting was reconvened at 9:05 a.m. by President Ebnet in the office of the Thirty Lakes Watershed District, 17064 Commercial Park Road, Brainerd, MN.
Agenda: MOTION BY HAMPL/YUND THAT THE AGENDA BE ACCEPTED AS PRESENTED. ALL AYE, MOTION CARRIED.
Secretary’s Report: MOTION BY YUND/HAMPL THAT THE MINUTES OF THE FEBRUARY 25, 2008 MEETING BE APPROVED AS PRESENTED. ALL AYE, MOTION CARRIED.
Monthly Bills: MOTION BY HAMPL/YUND THAT THE MONTHLY BILLS BE PAID. ALL AYE, MOTION CARRIED.
Policy & Procedures: There was a lengthy discussion on how much storm water analysis should be required on residential properties. Historically, TR-55 analysis has been done by the Consultant on Commercial properties, Plats, and Residential properties requesting a Variance or Conditional use. This seems excessive for each Crow Wing County Building Permit property. The subject of charging the Consultant’s fees back to the property owner was discussed, as well as when the $250 discount should apply. It was suggested that a “work order” form be created for the Consultant.
It was agreed that the Administrator would organize notes from the discussion, and the issues would be revisited at a future meeting.
Joyce C. Kaufman: Permit #080211 was previously approved contingent on Conditions determined by A. W. Research Laboratories. Those Conditions are as follows:
The Storm Water Plan shall be installed according to the drawing dated 2/1/08 by Robert Miller of Kramer Leas Deleo with the following additions:
1. Install a silt fence where the berm is shown for Retention Area A.
2. Install the berm as shown along the silt fence line prior to removing thesilt fence. The berm should be curved landward on both ends
3. The silt fence shall not be removed until green-up occurs on the lot.
4. Deepen the ditch adjacent to the proposed mound site extending southeast from the driveway to approximately the middle of the Pole Barn and labeled “Existing Retention Area B” five (5) inches.
5. Sediments shall be removed from the Storm Water Retention Areas when they exceed two (2) inches in depth.
6. Thirty Lakes Watershed Managers shall inspect the retention system after a rain event in excess of 2.5 inches.
7. All costs of compliance shall be born by the applicant.
Revised Tracking List: T. Lauer presented the new tracking list to the Managers.
Legislative Update: MAWD sent a summary of the items before the legislators.
Mark Ronnei Request for change in Zoning Ordinance Language: The Managers agreed that Thirty Lakes Watershed District would not take a position on the changes in the ordinance.
Drahos Northwoods Development (BDM Properties): Notice was received 3/10/08 that the Drahos Final Plat will go before the County Commissioners for approval on 3/25/08. A letter will be sent requesting that a stormwater plan be a conditional of approval.
Jones Bay Dredging: Copies of the Water Permit Application papers filed with the Department of Natural Resources were received. They show maintenance dredging in the Jones Bay Channel. 799 Cubic Yards of material will be removed from a 27,238 sq. ft. area. Fill material will be taken off site to the Zeidler property north of County Road #11 in Breezy Point.
A Thirty Lakes Watershed District Permit application will be sent to Will Hoyt of Landecker & Associates as Agent for Aubrey McClendon.
Appointing New Managers: The Managers reviewed a document drafted by MAWD for County Commissioners which outlines recommended requirements for new Managers.
Gull Chain of Lakes: An officer of the Gull Chain of Lakes is organizing a meeting of representatives from Gull Lake, Lake Hubert, North Long Lake, Round Lake, Cullen Chain, Clark Lake, Love Lake and Sibley Lake.
BWSR Performance Review: T. Ebnet reported on the Performance Review and Assistance Program (PRAP) to be conducted by the Board of Water & Soil Resources. A copy of the Report to the Minnesota Legislature was shown to the Managers.
Minnesota Erosion Control Association: J. Hampl reported on the highlights of the MECA Conference he attended.
Power Point Presentation: T. Lauer went through the presentation which describes Thirty Lakes Watershed District, its accomplishments and goals. The Managers made comments and corrections.
Map for Display Board: MOTION BY YUND/HAMPL THAT A SECOND MAP BE PURCHASED FROM RANGE PRINTING WHICH WILL FIT ON THE DISPLAY BOARD. ALL AYE, MOTION CARRIED.
