Board of Managers Meeting
March 24, 2008
Board Present: T. Ebnet, J. Hampl, B. Yund. Absent: D. Armstrong
Also present were Rick Johnson, Bill LaTour and Glen Gustafson of the Advisory Board, County Commissioner Rosemary Franzen, Alan Cibuzar of A. W. Research Laboratories, and T. Lauer and M. Peisch of the Thirty Lakes staff.
The meeting was reconvened at 9:10 a.m. by President Ebnet in the office of the Thirty Lakes Watershed District, 17064 Commercial Park Road, Brainerd, MN.
Agenda: MOTION BY HAMPL/YUND THAT THE AGENDA BE APPROVED AS PRESENTED. ALL AYE, MOTION CARRIED.
Secretary’s Report: MOTION BY HAMPL/YUND THAT THE MINUTES OF THE MARCH 10, 2008 MEETING BE APPROVED AS PRESENTED WITH ONE CORRECTION. ALL AYE, MOTION CARRIED.
Treasurer’s Report: The Treasurer’s Report was reviewed by the Managers and filed for audit.
MOTION BY YUND/HAMPL THAT THE MONTHLY BILLS BE PAID AS PRESENTED. ALL AYE, MOTION CARRIED.
Letter to Landlord: MOTION BY HAMPL/YUND THAT A LETTER BE SENT TO DAVE PETERSON, OFFICE LANDLORD, NOTIFYING HIM OF CONTINUING PLUMBING PROBLEMS. ALL AYE, MOTION CARRIED.
Legislative Update: T. Ebnet reported on the Legislative Breakfast. He stated that the State Budget is not final, which means that decisions on funding have not been made. The Legislators are moving toward the Watershed Concept.
Ethanol demand is leading to more row crop production, resulting in more runoff and pollution problems. Lands that were previously in the Crop Rotation Program (CRP) or Reinvest in Minnesota (RIM) Program are now being planted with corn.
Clean Water Council: MOTION BY HAMPL/YUND THAT APPROVAL BE GIVEN FOR THIRTY LAKES WATERSHED DISTRICT TO ACT AS THE FISCAL AGENT FOR THE LAKES AREA CLEAN WATERS COUNCIL, SUBJECT TO A 10 TO 15% ADMINISTRATIVE FEE. ALL AYE, MOTION CARRIED.
Policy & Procedures/Residential & Commercial: J. Hampl suggested a form be drawn up which outlines the minimum stormwater calculations and lists what should be considered impervious (i.e. septic systems)
Whitebirch Common Interest Community: A letter will be sent to Bob Spizzo requesting a revised stormwater plan which includes the new pool area.
Aubrey McClendon/Roger Zeidler Jones Bay Dredging Project: A completed application was received from Willis Hoyt of Landecker & Assoc. who is the designated Agent for the property owner.
MOTION BY HAMPL/YUND THAT PERMIT #0080320 BE APPROVED FOR AUBREY McCLENDON’S JONES BAY DREDING PROJECT SUBJECT TO THE FOLLOWING CONDITIONS:
1. Thirty Lakes Watershed District will be provided a dredge schedule.
2. Thirty Lakes will make an inspection after the Dredge Curtain has been installed, but before the dredging begins.
3. If the wind is out of the East during the dredging, it must be less that 7 mph for work to continue.
4. Secchi Disc readings will be taken by a representative of Thirty Lakes during the dredging operation. If the Secchi reading decreases by more than one (1) foot, operations will be halted until the problem is resolved.
5. The dredge fence/curtain will be removed only after the Secchi disc readings are the same inside and outside of the fence/curtain.
6. All dredge spoils (water and solids) shall be contained.
7. Any costs associated with compliance will be borne by the Applicant.
ALL AYE, MOTION CARRIED.
Summer TSI Testing: T. Lauer proposed a revised rotation schedule for TSI testing that acknowledges MPCA’s three consecutive year requirement. Sixteen lakes are on the schedule for TSI testing in 2008.
A. W. Research will submit a proposal for testing the 16 lakes.
A. W. Research Laboratories: A. Cibuzar reported on the progress of the Werring Procedure Statistical Calculations. So far it is considerably under-budget.
Colwell Violation: J. Hampl conducted an onsite inspection of the property together with Beth Hippert of Crow Wing Soil & Water Conservation District. Photos of the property were reviewed by the Managers, and it was agreed that the property would be reinspected after the ice is gone.
Hydro-Cad Self Study: A. Cibuzar suggested that TR-55 had tutorials that might be helpful, and that more research should be done before purchasing the Hydro-Cad.
Power Point Presentation: The Managers viewed and commented on the revised Power Point Presentation which describes the activities of the Watershed District. It was suggested that the presentation be distributed to the Public Access channel.
Sanitary Management District: J. Hampl provided an update.
The meeting was recessed at 2:40 p.m., to be reconvened at 9:00 a.m. Monday, April 14, 2008.
