Thirty Lakes Watershed District
Board of Managers Meeting
April 14, 2008

Board Present:  T. Ebnet, J. Hampl, B. Yund.  Absent:  D. Armstrong.

Also present were Rick Johnson, Bill LaTour and Glen Gustafson of the Advisory Board, County Commissioner Rosemary Franzen, Alan Cibuzar of A. W. Research Laboratories, and T. Lauer and M. Peisch of the Thirty Lakes staff.

The meeting was reconvened at 9:05 a.m. by President Ebnet in the office of the Thirty Lakes Watershed District, 17064 Commercial Park Road, Brainerd, MN.

Agenda:  MOTION BY HAMPL/YUND THAT THE AGENDA BE APPROVED AS PRESENTED.  ALL AYE, MOTION CARRIED.

Secretary’s Report:  MOTION BY UND/HAMPL THAT THE MINUTES OF THE MARCH 24, 20078 MEETING BE APPROVED AS PRESENTED.  ALL AYE, MOTION CARRIED.

Monthly Bills:  MOTION BY YUND/HAMPL THAT THE REGULAR MONTHLY BILLS BE PAID AS PRESENTED.  ALL AYE, MOTION CARRIED.

MOTION BY YUND/HAMPL THAT WHEN THE NORTHERN NATIONAL BANK CERTIFICATE OF DEPOSIT #2004001716 IS MATURE ON APRIL 26, 2008, $100,000.00 OF THE BALANCE BE PUT INTO ANOTHER CERTIFICATE OF DEPOSIT, AND THE REMAINING BALANCE BE TRANSFERRED TO THE CHECKING ACCOUNT.  ALL AYE, MOTION CARRIED.

Whitebirch Common Interest Community:  No report at this time.

Palmer’s Addition:  David Landecker had requested that the Managers make an onsite inspection of the property.  J. Hampl and G. Gustafson will conduct the onsite.

Earth Day Expo:  Thirty Lakes Watershed will have a display on Earth Day (April 22) at the Westgate Mall.  J. Hampl and G. Gustafson will be at the display from 9:30 to 1:00, B. Yund and B. LaTour will be there from 1:00 to 4:00 and T. Ebnet and R. Johnson will work from 4:00 to closing.

Memorial Day:  The second Monday of the month falls on Memorial Day.  The regular meeting will be rescheduled for Wednesday, May 28th.  The change will be published.

Camp Lincoln/ETOC:  Conditional Use Permit for a new craft building is a required formality of the City of Nisswa.  Nisswa’s City Planner, Loren Wickham, reported that the new building will not have plumbing, and it does not raise any environmental issues.  The Managers requested to see a site plan.

Advisory Board Expenses:  Tabled until D. Armstrong returns and K. Svee can be in attendance.

Jones Bay Dredge Project:  J. Hampl took several photographs during the project which were viewed by the Managers.  The dredging potion of the project is complete.

Pelican Lake Stormwater Project:  Beth Hippert of Crow Wing Soil & Water Conservation District and Jon Hodgson, Environmental Engineer for the North Central Minnesota Joint Powers Board were present to explain the Preliminary Design for Bioretention areas at the Pelican Lake site.

The area would be divided into three portions, each draining into a different biorention area.  This plan would not capture a 100 year rain event, however it would not be as disruptive to the residents and could be implemented with minimal construction.    The cost, not including Labor, would be approximately $65,000.00.

J. Hodgson agreed to assist in presenting this plan to the residents.

j. Hampl will take run-off samples from the Breezy Point/Pelican Lake project area in the next days during the peak snow melt.

A. W. Research Laboratories:  A. Cibuzar reviewed the monthly Task report for March with the Managers.

A Consultant Work Order form was drafted so that the Managers could indicate to A. W. Research just exactly what work is authorized on any particular project.

TSI Summer Testing:  MOTION BY HAMP/YUND THAT THE $7,386.00 CONTRACT FOR TESTING OF 16 LAKES DURING THE SUMMER OF 2008 BE APPROVED.  ALL AYE, MOTION CARRIED.

Crow Wing County Fair:  MOTION BY HAMPL/YUND THAT THIRTY LAKES WATERSHED DISTRICT REGISTER FOR BOOTH #205 AT THE 2008 CROW WING COUNTY FAIR.  ALL AYE, MOTION CARRIED.

Lidar/Ortho Project:  M. Williams of the Crow Wing County Land Department informed the Administrator that a computer with a 4 Terrabyte Hard Drive capacity is necessary to hold the Lidar and Ortho information.

MOTION BY HAMPL/YUND THAT APPROVAL BE GIVEN TO PURCHASE A 4 TERRABYTE EXTERNAL HARD DRIVE.  ALL NAY, MOTION FAILED.

MOTINO BY HAMPL/YUND THAT THE STAFF BE DIRECTED TO CONDUCT MORE INVESTIGATION INTO THE SYSTEM REQUIREMENTS FOR A 4 TERRABYTE HARD DRIVE.  ALL AYE, MOTION CARRIED.

Schorn/Goebel Complaint:  The Managers suggested that the two individuals be invited to a meeting so that possible solutions to the stormwater situation can be discussed.  It should be noted that the stormwater problems do not violate the Crow Wing County Zoning Ordinance.

Luhr Variance:  This property is located on Ross Point Road, between Pelican Lake and Stevens Lake.  J. Hampl will be the Designated Manager on the project.  A letter will be sent to the Board of Adjustment stating that a Stormwater Plan and Watershed Permit will be required if the Variance is granted.

Stormwater U:  The Managers reviewed the invitation to participate in the Expert Council on the Maintenance of Stormwater BMPs.  No action taken.

Crow Wing Geologic Atlas:  MOTION BY HAMPL/YUND THAT A WORKSHOP ON TUESDAY, MAY 20. 2008 BE AUTHORIZED FOR THE PRESENTATION OF THE GEOLOGIC ATLAS BY TODD PETERSEN OF THE DNR.  ALL AYE, MOTION CARRIED.

Shallow Lakes Forum:  R. Johnson attended this conference and reported that it was very interesting.

Etc:  There was some discussion about purchasing a Plotter Printer.  It was agreed that it is not needed at this time, but will be in the future.

The meeting was recessed at 2:15 p.m. to be reconvened on Monday, April 28, 2008.
