Board of Managers Meeting
Monday, April 28, 2008
Board Present: J. Hampl, K. Svee, B. Yund. Absent: D. Armstrong, T. Ebnet.
Also present were Rick Johnson, Bill LaTour and Glen Gustafson of the Advisory Board, County Commissioner Rosemary Franzen, Alan Cibuzar of A. W. Research Laboratories, and T. Lauer and M. Peisch of the Thirty Lakes staff.
The meeting was called to order at 9:00 a.m. by Secretary J. Hampl in the office of the Thirty Lakes Watershed District, 17064 Commercial Park Road, Brainerd, MN.
The Oath of Office was taken by Kenneth Svee.
Agenda: MOTION BY YUND/SVEE THAT THE AGENDA BE APPROVED AS PRESENTED. ALL AYE, MOTION CARRIED.
Secretary’s Report: MOTION BY YUND/SVEE THAT THE MINUTES OF THE APRIL 14, 2008 MEETING BE APPROVED AS PRESENTED. ALL AYE, MOTION CARRIED.
Monthly Bills: MOTION BY YUND/SVEE THAT THE MONTHLY BILLS BE PAID AS PRESENTED. ALL AYE, MOTION CARRIED.
Aquatic Plant Workshop: B. Yund, T. Lauer and M. Peisch will attend this workshop on May 21, 2008 at the Paul Bunyan Learning Center.
Whitebirch Common Interest Community: No report.
Palmer’s Addition to Deacon’s Lodge: J. Hampl and G. Gustafson made an onsite inspection of the property with the Project Engineer, David Landecker, on April 25, 2008. It is a development of twenty 2 ½ acre homesites. Silt fences and dredge curtains will be used during construction. Although no stormwater runoff issues are anticipated, inspections will continue as the project develops.
Board of Soil & Water Resources Performance Review: The managers agreed that self evaluation of the Watershed District should be ongoing before a Performance Review is scheduled.
Pelican Lake Stormwater Project: J. Hampl showed photos taken during the spring snow melt which showed rivulets of water draining into the lake. Samples of the snow melt were taken and turned in to A. W. Research Lab, however the results are not yet complete.
A public information meeting will be scheduled when the Conservation Engineer, Jon Hodgson, can be present to explain his plan.
Drahos Northwoods: Tim Ramerth of Westwood Professional Services and Owner/Developer Tom Ebensteiner were present to discuss the stormwater plans. A. Cibuzar took issue with the estimated infiltration amount projected from the community wastewater system. Details are to be worked out prior to Permit approval.
Breezy Point Marina: A. Cibuzar reported that Bob Spizzo has extended an invitation to all the Managers to attend the ribbon cutting ceremony at the Breezy Point Marina, 10:30 am on Friday, May 9th.
Clement’s letter to Governor Pawlenty: A letter written by Clyde Clements of Pelican Lake to the Governor was reviewed by the Managers. Mr. Clement voiced his concern about the spread of invasive species. He will have an audience with the Governor to discuss the contents of his letter.
Breezy Point Band Cabin: J. Hampl reported that he conducted an onsite inspection of the finished building and found no runoff from the parking lot.
Parker Boy Scout Camp C.U.P.: The plans for building a Fort and a Castle on the Boy Scout property were reviewed by the Managers. No stormwater issues were apparent.
Pelican Lake Stormwater Project: J. Hampl suggested forming an Environmental Responsibility Committee for this project. He also suggested an informal meeting with a few of the “key people”.
A public information meeting is tentatively scheduled for May 30th or 31st, depending on coordinating the schedule of Engineer Jon Hodgson and securing the Community Room at the Breezy Point City Hall.
MPCA Storette: Rhonda Adkins of MPCA has requested data for the Storette system.
Sours Rezone: a call was taken from Jean O’Reilly regarding a large piece of property north of Gladstone Lake which is to be rezoned from Agricultural to Rural Residential. The property is owned by Jonathan Sours.
Y-Store Fence: Recent inspection of the fence determined that it continues to be pushed down, allowing debris to enter the wetland area to the north. The new owner of the property will be invited to attend a regular meeting to discuss the terms of the original permit.
Office Chair: MOTION BY SVEE/YUND THAT AUTHORIZATION UP TO $200 BE GIVEN FOR THE PURCHASE OF A NEW SECRETARIAL OFFICE CHAIR. ALL AYE, MOTION CARRIED.
Cameras for Onsite Inspections: MOTION BY SVEE/YUND THAT TWO MORE KODAK CAMERAS BE PURCHASED FOR THE USE OF THE MANAGERS AND STAFF. ALL AYE, MOTION CARRIED.
Advisory Board Meeting: The Advisory Board will meet following the regular meeting on Monday, May 12, 2008.
Shoreland Rules Update: An open house has been scheduled by the DNR for Tuesday, June 17, 2008 at the Northland Arboretum to discuss the Shoreland Rules Update Project.
Breezy Point Marina and Stormwater Project site: Photos of the Marina and runoff site were reviewed by the Managers.
