Thirty Lakes Watershed District
Board of Managers Meeting
Monday, October 27, 2008

 

Board Present:  T. Ebnet, K. Svee, B. Yund.  Absent:  none.

Also present were County Commissioner Rosemary Franzen, Bob Albrecht (arrived at 6:55 p.m.) and Rick Johnson from the Advisory Committee, and Thirty Lakes Staff M. Peisch.

The meeting was reconvened at 6:30 p.m. by President T. Ebnet in the office of the Thirty Lakes Watershed District, 17064 Commercial Park Road, Brainerd, MN.

Open Forum:  None.

Agenda:  MOTION BY SVEE/YUND THAT THE AGENDA BE APPROVED AS PRESENTED.  ALL AYE, MOTION CARRIED.

Secretary’s Report:  MOTION BY SVEE/YUND THAT THE MINUTES OF THE OCTOBER 13, 2008 BE APPROVED WITH ONE CORRECTION (PAGE 3, ROLL CALL VOTE, MOTION FAILED).  ALL AYE, MOTION CARRIED.

Treasurer’s Report:  The August and September Treasurer’s Reports were reviewed by the Managers and filed for audit.

Monthly Bills:  MOTION BY SVEE/YUND THAT THE BILLS LISTED ON THE ACCOUNTS PAYABLE FOR 10/27/08 BE PAID.  ALL AYE, MOTION CARRIED.

Precipitation Report:  The final report was received from A. W. Research Laboratories and reviewed by the Managers.

Jolly Rogers Cooperative:  A Stormwater Management plan was received from Bryan Drown of Landecker & Assoc.  K. Svee stated that an onsite inspection should be conducted.

MOTION BY SVEE/YUND THAT PERMIT APPROVAL BE TABLED UNTIL THE NOVEMBER 10TH MEETING PENDING AN ONSITE INSPECTION.  ALL AYE, MOTION CARRIED.

County Stormwater Plan:  The documents submitted to the Crow Wing County Committee of the Whole were reviewed by the Managers.  The County Planning & Zoning employees will receive training from the University of MN Extension on doing onsite inspections for stormwater issues.

Tuxedo Road:  This road was recently blacktopped by Lake Edward Township, and an apron was formed at a low spot which directed stormwater into a wetland.  T. Ebnet stated that it is up to the Contractor to secure the necessary permits, and consequently Anderson Brothers was responsible.

MOTION BY SVEE/YUND THAT A LETTER BE SENT TO LAKE EDWARD TOWNSHIP ABOUT THIS DRAINAGE INTO A WETLAND, WITH A COPY TO TERRY CURTIS OF ANDERSON BROTHERS.  ALL AYE, MOTION CARRIED.

MAWD Conference:  Registration forms are ready to be sent in.  The Delegates for the Annual Meeting will be voted on at the next meeting.

Etc.:  The Managers reviewed a newspaper article in which Senator VanDeveer called for Watershed budgets to be overseen by County Commissioners.

Advisory Committee:  T. Ebnet responded to the Advisory Committee suggestion that a Memo of Understanding be drawn up between the Watershed District and the County Commissioners.  He stated that such a Memo could actually tie the hands of the Commissioners.

K. Svee asked about filling the vacancies on the Board, and B. Albrecht stated that the Committee felt that it was a high priority to get the positions filled.

R. Franzen stated that the County is actively recruiting candidates for appointment, although they have not discussed a timeline.

K. Svee asked if the candidates should send their applications in to the County, and R. Franzen replied that it would be a good idea.

B. Albrecht suggested that a file be established documenting the education and training of the Managers.  Thirty Lakes should also begin some of the other procedures required by the PRAP.  He also suggested that during the December meeting, the Managers should evaluate the way in which they are achieving the District Goals. 

T. Ebnet stated that Thirty Lakes already has an annual plan outlined in the Overall Plan, but B. Albrecht said an annual plan should be done every year.

Etc.:  The Administrator reported that the checking account balance is getting low and tax funds will not be received until late December.

MOTION BY SVEE/YUND THAT APPROVAL BE GIVEN FOR THE ADMINISTRATOR TO TRANSFER FUNDS FROM THE SAVINGS ACCOUNT INTO THE CHECKING ACCOUNT.  ALL AYE, MOTION CARRIED.

K. Svee reported that the Personnel Report on M. Peisch had been given to each of the Managers.

MOTION BY SVEE/YUND THAT THE PERSONNEL REPORT BE APPROVED AND EFFECTIVE 1/1/2009, THE SALARY FOR M. PEISCH, ADMINISTRATOR BE INCREASED FROM $16 TO $18.50 PER HOUR.  ALL AYE, MOTION CARRIED.

The Administrator distributed a Press Release which will be submitted to the newspapers regarding the Thirty Lakes Watershed District cost share program.

An update was given to the Managers about the training received from A. Cibuzar of A. W. Research Laboratory in reading the thermal and water penetrating photographs.

MOTION BY SVEE/YUND THAT THE MEETING BE ADJOURNED AT 7:22 P.M.  B. YUND WITHDREW HIS SECOND.

MOTION BY SVEE/YUND THAT AT 7:25 P.M. THE MEETING BE RECESSED AND CONTINUED UNTIL 9:00 A.M. ON MONDAY, NOVEMBER 10, 2009.  ALL AYE, MOTION CARRIED.
