Thirty Lakes Watershed District
Board of Managers Meeting
Monday, January 26, 2009

Board Present:  T. Ebnet, B. Yund.  Present via Webcam was K. Svee.  Absent:  none.

Also present were Bob Albrecht, Rick Johnson and Coralee Fox of the Advisory Committee and Thirty Lakes staff M. Peisch.

The meeting was reconvened at 6:35 pm by President T. Ebnet in the office of the Thirty Lakes Watershed District, 17064 commercial Park Road, Brainerd, MN.

Open Forum:  No comments were made.

Agenda:  MOTION BY YUND/SVEE THAT THE AGENDA BE APPOVED AS PRESENTED.  ALL AYE, MOTION CARRIED.

Secretary’s Report:  MOTION BY YUND/SVEE THAT THE MINUTES OF THE 12/22/08 MEETING BE APPROVED WITH ONE CORRECTION.  ALL AYE, MOTION CARRIED.

Treasurer’s Report:  The Treasurer’s Report was reviewed by the Managers and filed for audit.

Monthly Bills:  MOTION BY SVEE/YUND THAT THE ACCOUNTS PAYABLE LIST FROM 1/12/09 BE APPROVED FOR PAYMENT.  ALL AYE, MOTION CARRIED.

MOTION BY SVEE/YUND THAT THE ACCOUNT PAYABLE LIST FOR 1/26/09 BE APPROVED FOR PAYMENT.  ALL AYE, MOTION CARRIED.                                             

Wendy Greiling Permit:  MOTION BY SVEE/YUND THAT PERMIT #071119 BE GRANTED TO JAMES AND WENDY GREILING FOR IMPROVEMENTS TO THEIR PROPERTY AT 17995 BERNARD ROAD, BRAINERD, MN, SUBJECT TO THE CONDITIONS LISTED BELOW.  ALL AYE, MOTION CARRIED.

  1. Silt fence be installed lakeward of construction zone, and left in place until construction is complete and vegetation is established.
  2. The vegetation restoration and raingarden be established according to the 4/25/08 Site Plan be SEH.
  3. Conditions of 8/21/08 Board of Adjustment minutes be implemented.
  4. All costs be borne by the Applicant

Frances Swanson Permit:  A drawing was submitted by the Applicant showing the location of the berms.  B. Yund pointed out that the actual size of the berms was not indicated, nor was the direction of the runoff.

MOTION BY YUND/SVEE THAT A DECISION ON THE SWANSON PERMIT BE TABLED PENDING ADDITIONAL INFORMATION ON THE DIRECTION OF THE FLOW AND SIZE OF THE BERMS.  ALL AYE, MOTION CARRIED.

City of Breezy Point Road Improvement – Snowman Circle:  Engineer Phil Martin of Landecker & Associate submitted the preliminary plans for Snowman Circle as a courtesy to the Watershed District on an “information only” basis.  Final plans are pending.

Breezy Point Pervious Asphalt by Retaining Wall:  The second year of data collected from the monitoring wells was submitted by the City of Breezy Point.  The results closely follow those of 2007.

Advisory Committee:  The Managers accepted with regret the resignation of Karen Sundeen from the Advisory Committee.

Two Shoreline Seminars & Earth Day:  M. Peisch reported that two shoreline seminars have been scheduled to be held at the Northland Arboretum.  Thirty Lakes is also participating in Earth Day which will be held both at the Central Lakes College and the Arboretum.

Blue Thumb Planting for Clean Water:  MOTION BY YUND/SVEE THAT THIRTY LAKES WATERSHED DISTRICT NOT JOIN THE BLUE THUMB PROGRAM FOR AN ANNUAL MEMBERSHIP FEE OF $1500.  ALL AYE, MOTION CARRIED.

Tabled:  The following items were tabled pending the appointment of two new Managers to fill the current vacancies on the Board:

Per Diem Policy, Petty Cash Policy and Credit Card Policy
Role of Managers and Officers according to MAWD
MAWD’s Summary of Robert’s Rules of Order
Change of District Office location

MAWD Talking Points and Legislative Update:  The Managers reviewed updates provided by the MN Association of Watershed Districts.

MECA Conference:  T. Ebnet and M. Peisch voiced interest in attending this conference to be held in Minneapolis March 5th and 6th.

Etc.:  A meeting has been scheduled for the residents of the Lodge Apartments, Point Place,  Point Condominium and the Breezy Center on Saturday, February 28th, 9 am, in the Breezy Point City Hall Community Room.

The Legislative Breakfast will take place on March 9th at the Capital.  Local State Representatives and State Senators will be invited.

T. Ebnet reported that he attended the last Soil & Water Conservation District Board Meeting.  The Soil Survey is complete for Crow Wing County and should be available on the SWCD website some time this summer.

K. Svee wanted the record to show that he will not collect a Per Diem for his attendance at the meeting via Webcam.
