Board of Managers Meeting
February 9, 2009
Board Present: T. Ebnet, B. Yund. Present via Webcam was K. Svee. Absent: none.
Also present: were Rick Johnson and County Commissioner Rosemary Franzen of the Advisory Committee, John Wallin, and Thirty Lakes staff M. Peisch and T. Lauer.
The meeting was reconvened at 9:05 am by President T. Ebnet in of the office of the Thirty Lakes Watershed District, 17064 commercial Park Road, Brainerd, MN.
Open Forum: No comments were made.
Agenda: MOTION BY YUND/SVEE THAT THE AGENDA BE APPROVED AS PRESENTED. ALL AYE, MOTION CARRIED.
Secretary’s Report: MOTION BY SVEE/YUND THAT THE MINUTES OF THE JANUARY 26, 2009 MEETING BE APPROVED AS PRESENTED. ALL AYE, MOTION CARRIED.
Treasurer’s Report: The Treasurer’s Report was reviewed by the Managers and filed for audit.
Monthly Bills:
MOTION BY SVEE/YUND THAT THE ACCOUNTS PAYABLE LIST FOR 2/9/09 BE APPROVED FOR PAYMENT. ALL AYE, MOTION CARRIED.
Frances Swanson Permit: MOTION BY YUND/SVEE THAT PERMIT#090107 BE GRANTED TO FRANCES SWANSON, HER HEIRS & ASSIGNS, SUBJECT TO CONDITIONS 1 THROUGH 4 LISTED BELOW. ALL AYE, MOTION CARRIED.
Conditions for Permit #090197
- Both berms be seeded as soon as possible to establish vegetation.
- Inspection(s) be made following substantial rain event(s) to determine if berms are impeding flow of stormwater in to the wetland.
- If it is determined that the berms are not properly detaining the runoff, Applicant will amend original plan.
- Cost(s) of compliance shall be born by the Applicant.
April 8th Workshop at the Arboretum: M. Peisch reported that a seed mixture was available from Shooting Star Native Seeds made up entirely of plants native to Crow Wing County. The cost is $1300.00 for 20 pounds, and this would be divided into individual packets and given to the attendees of the Workshop. The Managers made a decision to table any action on this matter until the seed mixture can be purchased for a restoration project.
Organizing New Lake Associations: T. Lauer reported that the first batch of postcards are ready to be mailed to residents living on lakes that do not have Lake Associations. This is part of a previously approved project in partnership with Minnesota Waters.
MOTION BY YUND/SVEE THAT APPROVAL BE GIVEN UP TO $600 TO PURCHASE AND MAIL THE POSTCARDS TO THE SHORELINE RESIDENTS ON LAKES WITHOUT LAKE ASSOCIATIONS. ALL AYE, MOTION CARRIED.

Pelican Lake Stormwater Project: T. Ebnet suggested that Kurt Deter be invited to attend the March 7th meeting with the residents of the project area.
Overflight for Curly Leaf Pond Weed: A. Cibuzar of A. W. Research is preparing a proposal for a June overflight to identify Curly Leaf Pond Weeds in the lakes within the District. T. Ebnet stated that he will not be paid for his time to prepare and present the proposal.
Lessard Outdoor Heritage Funds: There was some discussion about these funds which will become available in August of 2009. The Lessard funds require the purchase of land or conservation easements.
MECA Conference: MOTION BY YUND/SVEE THAT APPROVAL BE GIVEN FOR T. EBNET AND M. PEISCH TO ATTEND THIS CONFERENCE MARCH 5 AND 6. ALL AYE, MOTION CARRIED.
Legislative Breakfast: MOTION BY YUND/SVEE THAT APPROVAL BE GIVEN FOR T. EBNET AND M. PEISCH TO ATTEND THE LEGISLATIVE BREAKFAST AT THE CAPITOL ON MARCH 19, 2009. ALL AYE, MOTION CARRIED.
T. Ebnet reported that he attended the meeting with Sen. Paul Koering and Rep. John Ward at the Nisswa Community Center. He suggested that appointments be made to meet with them as well as Sen. Mary Olson and Rep. Larry Howes at the Capitol following the breakfast.
