Thirty Lakes Watershed District
Board of Managers Meeting
Monday, February 23, 2009

Board Present:  T. Ebnet, B. Yund.  Present via Webcam was K. Svee.  Absent: none.
Also present were Coralee Fox and Rick Johnson of the Advisory Committee, John Wallin, and Thirty Lakes Staff M. Peisch.
The meeting was reconvened at 6:30 p.m. by President T. Ebnet in the office of the Thirty Lakes Watershed District, 17064 Commercial Park Road, Brainerd, MN.
Consent Agenda:  MOTION BY YUND/SVEE THAT ITEMS 1 THROUGH 3 (THE AGENDA, THE MINUTES OF THE 2/9/09 MEETING AND THE TREASURER’S REPORT) BE APPROVED AS PRESENTED.  ALL AYE, MOTION CARRIED.
Accounts Payable:  A revised list of accounts payable was presented.

MOTION BY YUND/SVEE THAT THE ACCOUNTS PAYABLE ACCORDING TO THE REVISED LIST BE APPROVED FOR PAYMENT.  ALL AYE, MOTION CARRIED.


Mike Milton Permit:  This is a permit for filling 1,921 square feet of Type 2 wetland for a driveway access to the applicant’s property on Lots 62, 111 and 112, Markham Addition to Breezy Point Estates.  Applicant has been approved for a Wetland Replacement Plan with Wetland Banking Credits.  Conditions listed on the Wetland Plan include the following:  A culvert will be placed in the driveway where it crosses the wetland, proper erosion Best Management Practices are to be used during and after construction, the equipment will be cleaned prior to working in the wetland to prevent the introduction of invasive or noxious weeds, silt fences will be placed around the excavated area, and side slopes will be stabilized immediately following construction.
MOTION BY YUND/SVEE THAT PERMIT #090219 BE GRANTED TO MIKE AND MARY ANN MILTON FOR CONSTRUCTION OF A DRIVEWAY ACCESS TO THEIR PROPERTY AT 27890 COUNTY ROAD #4 IN BREEZY POINT, MN.  ALL AY, MOTION CARRIED.


Office Space: The Watershed District’s lease for 17064 Commercial Park Road ends on March 1, 2009.  MOTION BY YUND/SVEE THAT THE DISTRICT OFFICE REMAIN THE SAME.  ALL AYE, MOTION CARRIED.


Lakescaping Textbooks:  Administrator is requesting to purchase 12 “Lakescaping for Wildlife and Water Quality” textbooks.  Ten of these will be given as door prizes at the “What Shoreline Owners Need to Know” workshop, and two will be kept in the District Office.
MOTION BY SVEE THAT $240 BE APPROVED FOR PURCHASE OF 12 TEXTBOOKS AT $19.95 EACH.  Motion dies for lack of a second.

MOTION BY YUND TO TABLE THE REQUEST PENDING MORE RESEARCH ON THE TEXTBOOKS PROMOTED BY THE UNIVERSITY OF MN EXTENSION IN THEIR SHORELAND CLASSES.


Minnesota Waters Conference Guide Book:  A one-half page advertisement in the conference guide book can be purchased for $250.  This will be available to the 500 attendees during the May 7 & 8 conference in Rochester, MN.
MOTION BY YUND/SVEE THAT $250 BE APPROVED FOR PURCHASE OF AN ADVERTISEMENT IN THE MINNESOTA WATERS CONFERENCE GUIDE BOOK.  ROLE CALL VOTE AS FOLLOWS:  EBNET – NO, YUND – NO, SVEE – YES.  MOTION FAILS.


Engum’s Academy Tournament Program Book:  Request for approval to purchase a $40 or $75 advertisement in the Tournament Program which will be handed out to the 300 competitors and 600 spectators.  NO ACTION TAKEN BY THE BOARD OF MANAGERS.


Lapel Pins:  Staff presented the possibility of purchasing 1 ½ to 2 inch Cloisonné or Enamel lapel pins to be work by Watershed District representatives as an alternative to embroidered uniform type shirts.
MOTION BY YUND/SVEE THAT NO ACTION BE TAKEN ON THIS ITEM PENDING THE APPOINTMENT OF MANAGERS TO FILL THE TWO VACANCIES ON THE BOARD.  ALL AYE, MOTION CARRIED.


Minnesota Viewers Association:  Associate membership is available at a cost of $175 per year.  One benefit of membership is to attend seminars put on by the Association throughout the year.
MOTION BY YUND/SVEE THAT NO ACTION BE TAKEN ON THE MATTER OF ASSOCIATE MEMBERSHIP TO THE MN VIEWERS ASSOCIATION.  ALL AYE, MOTION CARRIED.


Northland Arboretum Project:  Dale Braddy of the Northland Arboretum is proposing an improvement project that will filter stormwater as it makes its way from Baxter through Whiskey Creek and eventually to the Mississippi River.
MOTION BY YUND/SVEE THAT A LETTER OF SUPPORT FOR THE ARBORETUM PROJECT BE SENT TO GOVERNOR PAWLENTY, SEN. PAUL KOERING AND REP. JOHN WARD WITH A COPY TO THE ARBORETUM.  ALL AYE, MOTION CARRIED.


Etc.:  T. Ebnet presented a Performance Review and Assistance Program (PRAP) booklet prepared by the MN Board of Water & Soil Resources to be given to the Minnesota Legislature.
MOTION BY YUND/SVEE THAT THE MEETING BE RECESSED TO BE RECONVENED AT 9 AM ON MONDAY, MARCH 9, 2009.  ALL AYE, MOTION CARRIED.
