Board of Managers Meeting
Monday, March 9, 2009

 

Managers Gordon Hardy and Mark Young took the Oath of Office.

Board Present:  T. Ebnet, G. Hardy, M. Young B. Yund.  Present via Webcam was K. Svee. 
Absent: none.

Also present were Coralee Fox, Bob Albrecht and Rick Johnson of the Advisory Committee, and Thirty Lakes Staff M. Peisch.

The meeting was reconvened at 9:05 am by President T. Ebnet in the office of the Thirty Lakes Watershed District, 17064 Commercial Park Road, Brainerd, MN.

Consent Agenda:  MOTION BY SVEE/YUND TO APPROVE THE CONSENT AGENDA WITH THE REMOVAL OF THE ACCOUNTS PAYABLE LIST.  ALL AYE, MOTION CARRIES.

Accounts Payable:  MOTION BY SVEE/YUND TO APPROVE THE FOLLOWING LIST OF ACCOUNTS PAYABLE.  ALL AYE, MOTION CARRIED.


Overflight to Detect Curly Leaf Pond Weed:  T. Ebnet reported on an article he had read about herbicide treatments to control CLPW.  G. Hardy stated that Mission Bay is void of Crappies since they treated for CLPW.  K. Svee said that he was concerned that nothing was in the budget for treatment.
MOTION BY YUND/HARDY TO DISCUSS THE OVERFLIGHT TO DETECT CURLY LEAF POND WEED.  ROLL CALL VOTE AS FOLLOWS:  EBENT – AYE, HARDY – AYE, YOUNG – AYE, YUND – AYE, SVEE- NAY.  MOTION CARRIES FOR DISCUSSION.

Alan Cibuzar discussed the proposal by A. W. Research Laboratories and showed aerial pictures that detected weeds below the surface of the water.  He stated that this was the method used to detect CLPW on Lake Hubert.  He also said that the CLPW in Lake Hubert was treated with 2, 4-D and Chloride which treats Eurasian Milfoil as well and works as a hormone disrupter.  A. Cibuzar suggested that the overflight be done in late April to be most effective.

T. Ebnet stated that the Board will have to decide what they want to do about Invasive Species, including CLPW, Eurasian Milfoil and Zebra Mussels.  He acknowledged that there is nothing in the 2009 Budget for Invasive Species.

Some discussion followed about placing Cedar and White Pine trees into lakes to reduce the vegetation.

MOTION BY YUND/HARDY THAT THE SUBJECT BE TABLED UNTIL 3/23/09.

TSI Sampling and Mapping:
MOTION BY YUND TO APPROVE THE PROPOSAL FOR TSI SAMPLING AND MAPPING.  MOTION DIES FOR LACK OF A SECOND.

K. Svee suggested that there be two motions, one for the Sampling and one for the Mapping.

MOTION BY SVEE/YUND THAT APPROVAL BE GIVEN FOR TSI SAMPLING AND ANALYSIS FOR THREE MONTHS (JUNE, JULY AND AUGUST, 2009) ON THE FIFTEEN LAKES LISTED ON THE PROPOSAL FOR A TOTAL COST OF $7,742.00.  ALL AYE, MOTION CARRIED.

MOTION BY YUND THAT APPROVAL BE GIVEN FOR THE TSI MAPPING OUTLINED IN THE PROPOSAL.  MOTION DIES FOR LACK OF A SECOND.

G. Hardy asked Al to explain the TSI mapping.  Cibuzar provided a brief history of the Werring Procedure as a prediction model, explained the TSI map, and stated that he does not recommend this procedure of all of the lakes within the Watershed District.
Office Location
MOTION BY HARDY/YUND TO APPROVE THE RESOLUTION TO MOVE PRINCIPAL LOCATION FOR THE PURPOSE OF DISCUSSION.

G. Hardy asked about the SWCD moving into the County Land Services Building, and B. Albrecht provided a summary of the relationship between Crow Wing County and SWCD.

MOTION BY HARDY/YUND THAT THE SUBJECT OF MOVING PRINCIPAL LOCATION BE TABLED UNTIL 3/23/09.  ALL AYE, MOTION CARRIED.

Lakescaping for Wildlife and Water Quality Books:
MOTION BY YUND/SVEE THAT THE SUBJECT BE TAKEN OFF THE TABLE.  ALL AYE, MOTION CARRIED.

MOTION BY SVEE/YUND THAT APPROVAL BE GIVEN FOR THE PURCHASE OF 12 “LAKESCAPING” BOOKS TO BE USED AS DOOR PRIZES AT THE APRIL 8TH SHORELINE WORKSHOP.  ALL AYE, MOTION CARRIED.

G. Hardy suggested that a stipulation be made that the “winner” of the book must use it.

MOTION BY YOUNG/YUND THAT 12 “LAKESCAPING” BOOKS BE PURCHASED;  TWO WILL REMAIN IN THE OFFICE, AND TEN WILL BE OFFERED FOR SALE AT THE WORKSHOP AT HALF-PRICE.  ANY UNSOLD COPIES WILL BE RETURNED TO THE OFFICE LIBRARY.    ROLL CALL VOTE AS FOLLOWS:  T. EBNET- AYE, G. HARDY – AYE, M. YOUNG – AYE, B. YUND – AYE, K. SVEE- NAY.  MOTION CARRIES.

Lake Gauges:
MOTION BY YOUNG/YUND THAT APPROVAL BE GIVEN FOR THE PURCHASE OF TWO LAKE GAUGE FACES TO BE USED DURING THE 2009 SEASON OR IN THE FUTURE.  ALL AYE, MOTION CARRIED.

Earth Day:  No action taken by the Board.

House Bill #880:  T. Ebnet stated that the Association of Minnesota Counties did not support this proposed legislation which would allow Counties approval authority over Watershed District Budgets.

Etc:  K. Svee suggested that the Administrator provide a copy of the TSI Sampling Contract to K. Deter for his review.

He further suggested that two copies of Robert’s Rules of Order should be purchased for use in the office.  It was Svee’s opinion that a motion was not required for discussion of an item on the agenda, and that by approving the Agenda, the Board also approves the discussion of Agenda Items.

MAWD Legislative Breakfast:  T. Ebnet explained the annual Legislative Breakfast and what happens there.

MOTION BY YUND/HARDY THAT THE MEETING BE ADJOURNED AT 11:30 AM.
