Thirty Lakes Watershed District
Board of Managers Meeting
Monday, July 13, 2009

Board Present:  T. Ebnet, K. Svee, M. Young, B. Yund.  Absent:  G. Hardy.

Also present was County Commissioner Rosemary Franzen and Thirty Lakes Staff M. Peisch and T. Lauer.

The meeting was called to order at 9:00 am by President K. Svee in the office of the Thirty Lakes Watershed District, 17064 Commercial Park Road, Brainerd, MN.

Open Forum:  None.

Consent Agenda:  MOTION BY EBENT/YOUNG TO ADD THE FOLLOWING ITEMS TO THE ACCOUNTS PAYABLE:  CTC $49.50 AND CARDEMEMBER SERVICES $640.25.

MOTION BY YUND/YOUNG THAT THE CONSENT AGENDA BE APPROVED AS PRESENTED.  ALL AYE, MOTION CARRIED.

Pelican Lake Stormwater Project:  MOTION BY EBNET/YUND THAT THE PROPOSAL FROM WESTWOOD PROFESSIONAL SERVICES FOR ENGINEERING AND PROFESSIONAL SERVICES BE ACCEPTED AND THAT THEY BE AUTHORIZED TO BEGIN.  ALL AYE, MOTION CARRIED.

Chad Sundberg Cost Share Project:  The owner is installing two rain gardens on the lakeward side of his property on the east side of Clark Lake.  T. Lauer showed photographs of the project area.  Prairie Restorations, Inc. is doing the work for a contract cost of $2,740.00.  T. Ebnet asked what permits were required such as a Crow Wing County dirt moving permit.

MOTION BY EBNET/YUND THAT THE COST SHARE OF $1,370.00 BE APPROVED FOR THE SUNDBERG COST SHARE PROJECT SUBJECT TO FINAL INSPECTION BY T. LAUER, AND THAT A SITE PLAN OF THE PROPERTY BE DRAWN FOR THE FILE.  T. LAUER WILL ALSO CHECK TO SEE IF A PERMIT IS REQUIRED BY CROW WING COUNTY.  ALL AYE, MOTION CARRIED.

Jones Bay Public Access Rain Garden Project:  The rain gardens created at the Public Access last year are failing.   Photographs were shown together with a plan to rebuild them.  Bids have been requested from two excavators.

There was discussion about altering the blacktop with either gutters for berms to direct water from the parking lot to the sides of the Access.

MOTION BY YUND/YOUNG TO POSTPONE ANY ACTION PENDING MORE INFORMATION ABOUT THE BLACKTOP AT THE ACCESS.  THIS SHOULD BE AVAILABLE AT THE NEXT REGULAR MEETING.  ALL AYE, MOTION CARRIED.

Budget Workshop:  MOTION BY EBNET/YOUNG THAT A BUDGET WORKSHOP BE SET FOR 9 AM ON TUESDAY, JULY 21, 2009 IN THE WATERSHED DISTRICT OFFICE.

Crow Wing County Ditch 13:  A meeting is tentatively set for 10 am on July 31, but this has not been confirmed.

T. Ebnet stated that the County Assessment Roles must be up to date before the Watershed District takes over the management of the Ditch.  B. Yund suggested that Thirty Lakes contact the Pelican River Watershed District to see how they took over the ditches in Becker County.

MAWD Summer Tour:  T. Ebnet gave a summary of the Summer Tour was hosted by the Shell Rock Watershed District in Albert Lea.

Etc:  There was discussion about the documentation required for the Cost Share Program.

Managers reviewed the Calendar of upcoming events.

MOTION BY YUND/EBNET THAT THE MEETING BE ADJOURNED AT 9:55 AM.
