Board of Managers Meeting
Monday, July 27, 2009
Board Present: T. Ebnet, G. Hardy, K. Svee, M. Young, B. Yund. Absent: None.
Let the record show that T. Ebnet arrived at 7:55 and Bruce Yund arrived at 7:50pm.
The meeting was called to order at 6:35 pm by President K. Svee in the office of the Thirty Lakes Watershed District, 17064 Commercial Park Road, Brainerd, MN.
Open Forum: None.
MOTION BY HARDY/YOUNG THAT THE CONSENT AGENDA BE APPROVED AS PRESENTED. ALL AYE, MOTION CARRIED.
Office Space on Hwy #371: MOTION BY HARDY/YOUNG TO TABLE THIS ISSUE UNTIL THE NEXT MEETING. ALL AYE, MOTION CARRIED.
Jones Bay Rain Gardens Update: Administrator M. Peisch reported that she had discussed rebuilding the rain gardens with Mark from the Crow Wing County Parks Dept., Eleanor Burkett of the University of Minnesota, and Beth Hippert of Crow Wing Soil & Water conservation District. Each of them had a different opinion as to the best way to remedy the situation.
G. Hardy suggested that we contact Brian Wiswell of Water Wizards to obtain some pencil reeds or bull rushes removed from another shore so that they could be transplanted at Jones Bay. T. Lauer pointed out that the original idea was to improve the aesthetics with colorful flowers and not bull rushes.
A. W. Research TSI Lake Mapping: T. Ebnet stated that this proposal had been voted down previously.
MOTION BY EBNET/YOUNG THAT A. W. RESEARCH BE NOTIFIED THAT THIRTY LAKES WATERSHED IS NOT INTERESTED IN THE TSI MAPPING AT THIS TIME. ALL AYE, MOTION CARRIED.
Reduce Meetings to Once a Month: K. Svee stated that it is a little early to make a decision at this time. G. Hardy said that from November through March, one meeting a month would be adequate. T. Ebnet thought it should depend on the workload.
K. Svee suggested that a work session be held to discuss various subjects. Some topics suggested were Ditch 13, the Amended Rules and the Overall Plan.
Etc: Administrator M. Peisch suggested that a letter be sent to the Dept. of Transportation requesting that the small shed on the Highway Right of Way of #371 on the shore of North Long Lake be removed since it is in disrepair.
K. Svee reported that he had visited the Drahos Northwoods property on North Long Lake and that the roads have now been blacktopped.
Svee also reported that he had inspected the property in the ETOC Plat on Little Lake Hubert. Dwayne Traut is building on the first lot and has removed a considerable amount of vegetation.
There was some discussion about requesting that the County Planning & Zoning Office notify Thirty Lakes Watershed when a permit application is received.
Office Space on Hwy #371: G. Hardy removed his previous motion to table this issue.
At the time of inspection by the Board, the Landlord stated that the rent would be $1200 per month, and that would include heating and snow plowing. Electricity and telephone would be paid by the tenant. Electricity normally runs $50 to $70 per month. Currently the Landlord’s daughter is using a portion of the unit for storage of her purse business. The Landlord offered to replace the garage door and insert a window so that the area could be used for a meeting room.
B. Yund did not feel that the Highway exposure would benefit the Watershed District. G. Hardy reminded the Managers that Crow Wing County had indicated that they would accept $750 per month for office space in the Planning & Zoning Dept, which would be $450 less than the Hwy #371 location. He felt that it would be worth slightly more to be located on the Highway, but not more than $100 per month.
B. YUND MOVED THAT THE SUBJECT BE TABLED AT THIS TIME. MOTION WITHDRAWN.
It was agreed that negotiations would continue with the Landlord to get a written proposal from him including the terms of a sub-lease.
