Board of Managers Meeting

Board Present: T. Ebnet, G. Hardy, K. Svee, M. Young, B. Yund. Absent: None.
Also present was County Commissioner Rosemary Franzen and Thirty Lakes Staff M. Peisch and T. Lauer.
The meeting was called to order at 9:00 am by President K. Svee in the office of the Thirty Lakes Watershed District, 17064 Commercial Park Road, Brainerd, MN.
Open Forum: None.
Consent Agenda: The Consent Agenda contains the Approval of the Agenda, Minutes of the September 28, 2009 meeting, the financial report and the accounts payable.
MOTION BY YUND/HARDY THAT THE CONSENT AGENDA BE APPROVED AS PRESENTED. ALL AYE, MOTION CARRIED.
Requests Pelican Lake Association:
#1 Request for assistance with the $4,000 cost of water quality testing.
MOTION BY HARDY/EBNET THAT THIS REQUEST BE DENIED. ALL AYE, MOTION CARRIED.
#2 Request for funds to purchase Pet Waste Stations for the Public Access areas. Pelican Lake Association members will maintain the stations and dump them.
MOTION BY YOUNG/EBNET THAT THIS REQUEST BE DENIED. ALL AYE, MOTION CARRIED.
Office Location:
MOTION BY YUND/YOUNG THAT THIS ISSUE BE REMOVED FROM THE TABLE. ALL AYE, MOTION CARRIED.
G. Hardy reported on office space located in Merrifield. Two units can be rented for $750 per month and the Landlord has agreed to put up sheet rock, new carpet and baseboard heat. He also reminded the Board that office space in the County Land Services Building is available for $650 per month.
MOTION BY EBNET/YUND THAT THE ADMINISTRATOR BE INSTRUCTED TO SECURE A THREE YEAR CONTRACT WITH CORKY SMITH, OWNER OF THE LAKEVIEW CENTER OFFICE BUILDING, ALLOWING FOR SUB-LEASING OF THE PREMISES. THE LEASE WILL THEN BE GIVEN TO ATTORNEY KURT DETER TO REVIEW.
ROLL CALL VOTE AS FOLLOWS: T. EBNET – AYE, G. HARDY – NAY, K. SVEE – AYE, B. YUND – AYE, M. YOUNG – NAY. MOTION CARRIED.
**Let the record reflect that Kurt Deter did review the first lease presented by the owner of the Lakeview Center. He stated that it was “fairly boilerplate”, but recommended two corrections which will be discussed with the Landlord.
Sours Plat: This plat consists of three 5 acre lots and 9 two-and-one-half acre lots across County Road #137 from Gladstone Lake.
T. Ebnet reminded the Board that it has been the policy of the Watershed District to require stormwater plans based on maximum build-out using a 100 year rain event.
M. Young stated that he is familiar with the road, and if each lot does not retain their own stormwater, everything will eventually drain towards the wetland.
MOTION BY EBNET/HARDY THAT A STORMWATER PLAN FOR THE ENTIRE PLAT BE REQUIRED. ROLL CALL VOTE AS FOLLOWS: T. EBENT – AYE, G. HARDY – AYE, K. SVEE – NAY, B. YUND – AYE, M. YOUNG – AYE. MOTION CARRIED.
BWSR and MPCA Grants: MPCA Funding is available for surface water monitoring, and Implementation funds will be available from BWSR. Crow Wing County has discussed partnering with the Watershed District.
T. Ebnet felt that funding should be available for improving public lake accesses to stop runoff.
Administrator M. Peisch explained that the BWSR grant application requires information regarding the amount of Phosphorus entering a lake now, and the reduction if shoreline restorations were implemented.
MOTION BY EBNET/YUND THAT THE REQUIRED ENGINEERING BE DONE TO COMPLETE THE BWSR GRANT APPLICATION FOR THE WEST BAY OF NORTH LONG LAKE UP TO $1,000. ALL AYE WITH THE EXCEPTION OF K. SVEE WHO ABSTAINED. MOTION CARRIED.
Bass Lake Project: The Administrator reported that she had talked to Wayne Mueller from the DNR and he discouraged the idea of either removing the weeds manually by harvesting or treating the lake with Alum. K. Svee stated that the first step should be checking all septic systems around the lake.
Status of Rules Revision: The revised Rules have been sent to BWSR for comment.
BWSR Academy: Managers were encouraged to complete the registration forms and attend this conference held at Cragun’s Resort in Brainerd.
Crow Wing County Committee of the Whole: The County Commissioners will discuss turning over County Ditch #13 to Thirty Lakes Watershed District on Tuesday, October 20th at 10:30 am.
