Thirty Lakes Watershed District
Board of Managers Meeting
Monday, October 26, 2009
Board Present: T. Ebnet, G. Hardy, K. Svee, M. Young. Absent: B. Yund.
Also present was Rick Johnson and Thirty Lakes Staff M. Peisch.
The meeting was called to order at 6:37 pm by President K. Svee in the office of the Thirty Lakes Watershed District, 17064 commercial Park Road, Brainerd, MN. K. Svee led the Pledge of Allegiance.
Open Forum: None.
Consent Agenda: The consent agenda consists of Approval of the Agenda and Minutes of the October 12, 2009 meeting.
MOTION BY EBNET/HARDY THAT THE CONSENT AGENDA BE APPROVED AS PRESENTED. ALL AYE, MOTION CARRIED.
M. Young and G. Hardy questioned a previous billing from Rinke Noonan Law Firm in which a retainer was charged in addition to hourly fees.
Sours Plat: Randy Quale, Engineer for Widseth Smith Nolting submitted a plan for Sours Plat which contained “General Notes” of stormwater management and diagrams of silt fences and buffers.
MOTION BY YOUNG/EBNET THAT THE SOURS PLATT BE APPROVED ON THE CONDITION THAT THE GENERAL NOTES REGARDING STORMWATER MANAGEMENT BE FOLLOWED. ALL AYE, MOTION CARRIED.
Bass Lake: The Managers reviewed a letter drafted by the Administrator calling for a meeting of the Bass Lake Residents. The Managers suggested that a questionnaire be sent instead of having a meeting.
Cost Share Program: M. Young stated that before approval is given for any cost share project, the Board of Managers should review a drawing and a plan.
Monthly Meetings: MOTION BY HARDY/EBNET THAT THE BOARD OF MANAGERS MEET ONLY ONCE A MONTH ON THE SECOND MONDAY OF THE MONTH FROM NOVEMBER THROUGH MARCH. ALL AYE, MOTION CARRIED.
Etc: G. Hardy questioned why the Managers are not conducting on site inspections on a regular basis. The Administrator explained that consistency is achieved by having Staff do the inspections, file the reports and take photographs.
G. Hardy inquired about the office space at the Lake View Center on Highway #371. He stated that the rents on many commercial properties in the area are coming down. M. Young stated that because of additional expenses, Thirty Lakes Watershed should keep its current office space.
MOTION BY EBNET/HARDY THAT THE MEETING BE ADJOURNED AT 7:25 PM. ALL AYE, MEETING ADJOURNED.
